Certificate of Public Convenience & Necessity Requirements


Pursuant to NRS 704.330, a certificate of public convenience and necessity (CPC) is an authorization issued by the PUCN to own, control or operate a public utility within Nevada, which designates the area to be served and the type of utility service to be provided. No non-governmental entity may own, operate or control a public utility in Nevada without PUCN approval. Any expansion or modification of the ownership or control of the public utility, or of the area to be served or the type of utility service to be provided, must also be approved by the PUCN.
